PM vows to implement his address to nation word by word

Kathmandu, Dec 28: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said that his address to the nation made on Tuesday will be a road map for next year and implemented word by word. 

Addressing a discussion programme organized with the Ministry of Physical Infrastructure and Transport in the Office of Prime Minister on Thursday, the PM said, “I was more open and let the Ministry be more flexible. I am reviewing whether the work was not at par or not.  Please, take this by heart. Whatever was said in the last address to the nation, please, go through it and be updated regularly. We are restructuring the office of the Prime Minister, and other things will progress in their course as well. The address will be followed thoroughly.”

“This is not a simple discussion, it was done to bring new momentum. This is a start, not the end. This discussion was initiated with a resolution to do better for people. The blame will fall on the government if the Ministry fails to do well. So, be cautious on that,” said the PM. 

The PM said, “We are bringing a quality change while formulation policy programme and budget process. The National Planning Commission and Ministry of Finance, please, be aware. We need to build this country. For the sake of people’s aspirations also, we have to take this seriously. If we fail to do work, then, it is not necessary to be just existent, be clear on that”.

Minister for Physical Infrastructure and Transport,  Prakash Jwala, said that the construction of the  Butwal to Pokhara via Narayanghat-Mugling Highway is kept on priority, the work on the Nagdhunga tunnel is progressing as per expectation, expansion and blacktopped of the road from headquarters of Humla to Simikot kept on priority. He said that the dues of the construction entrepreneurs need to be cleared by any means.  

According to him, a flexible process needs to be made for source assurance, the budget for national pride projects should be made sufficient and an umbrella organization or high-level mechanism is needed to address any problems that come with building physical infrastructure.

Stating that there is a lack of budget for priority projects due to a lack of transfer funds, the Minister stressed on the formulation of development-friendly policies, mechanisms and programs. 

Likewise, Vice-Chairperson of the National Planning Commission, Min Bahadur Shrestha, said that the draft of the Planning and Development Act, 2000, will be put on priority, he said, “‘Prime Minster delivery unit needs to be formed, the old contracts need to be revoked and new contracts needs to be formed with proper homework.
