NA members stress on new TU Act

Kathmandu, Jan 10: Members of the Public Policy and Delegated Legislation Committee of the National Assembly have emphasized the need for a new act concerning Tribhuvan University (TU). This view was expressed during today’s discussions on the delegated legislation related to the TU Act-2049 BS (1992).

Lawmakers Nar Bahadur Bista and Rukmini Koirala suggested that further discussions be held on the matter by taking reference to a report by advocate Chakraman Bishwakarma on the study of the TU Act-2049, as well as the implementation reports of the delegated laws drafted under the Act.

It may be noted that the first report recommended managing the TU Employees’ Welfare Fund, Medical Expenditures Fund, and Employees Loan Fund through an Act rather than by-laws. It also pointed out that determining remunerations, services, and facilities for TU office bearers bypassed the proper procedures.

Meanwhile, during the second meeting of the Committee, members agreed not to interfere with the jurisdictions, autonomy, and curriculum development of universities. This consensus was reached during clause-by-clause deliberations on the Nepal Bar Council (Second Amendment) Bill, 2081 BS.

In the meeting, Minister of Law, Justice, and Parliamentary Affairs Ajay Kumar Chaurasiya stated that further discussions would be held regarding the criteria for law education by presenting the Ministry’s views on the matter in the next meeting.

Committee President Tulasha Kumari Dahal indicated that the next meeting would allocate time to further discuss the issue. The Bill primarily focused on the establishment of a Lawyers’ Academy, as well as the orientation and training for licensed legal practitioners and the criteria for law education. (RSS)
